Search “is the boat running at Niagara Falls in December” and the first page of results will tell you both yes and no, confidently, without a date on either claim.
That is a real problem if you are booking flights. The difference between an attraction being open and closed is the difference between a good day and standing at a locked gate in minus eight.

White Water Walk

We could give you a date here. Every other page does. We are not going to, because the operator itself does not publish one, and a confident wrong date is how someone ends up at a closed dock on 28 December having flown in for it.

25 December is its own thing
Niagara Parks attractions that otherwise run year round, Journey Behind the Falls included, are closed on December 25. That catches people out every single year.
What is still there on Christmas Day: the falls, the Parkway, the illumination after dark, and the Winter Festival of Lights. All free, all outdoors, none of it ticketed. Plenty of people drive down on Christmas Day precisely because the town is quiet. Just do not plan on going behind the falls.
What winter gives you back
This page is a list of things you cannot do, so it is worth saying plainly what you get in exchange.
The mist freezes onto everything within reach of the gorge. Trees, railings, lamp posts and benches along the rim end up under several centimetres of white rime, and on a clear cold morning with low sun on it, it is the best the place ever looks. There is no queue for anything. Hotel rates are the lowest of the year, often less than half of July for the same room.
And from 14 November 2026 to 10 January 2027, the Winter Festival of Lights runs along the Parkway and through Dufferin Islands. It is free, it is outdoors, and it is the single best reason to be at the falls after dark in winter. More on that in the festival guide.

The falls themselves, the Niagara Parkway and the Winter Festival of Lights are all still there and all still free, which is the honest answer to whether 25 December is worth the drive. Most restaurants and hotels are open.
Do the falls freeze in winter?
No. The volume of water going over the crest is far too great to freeze, and it has never fully stopped. What does freeze is everything around it: the mist coats the trees, railings and lamp posts along the rim in thick white ice, and ice builds up at the base. That is the photograph everyone has seen. The water itself keeps running.
Is it worth visiting Niagara Falls in winter if things are closed?
It depends entirely on what you came for. You lose the boat and two or three attractions. You gain an ice-covered gorge, the lowest hotel rates of the year, no queues anywhere, and between 14 November 2026 and 10 January 2027 the largest free light festival in Canada running along the Parkway. If the boat is non-negotiable, come in another season.
