Two things stack. It is a statutory long weekend across Ontario, so the whole Golden Horseshoe is looking for a day out. And it usually coincides with the beginning of peak colour on the Niagara Parkway, which pulls in people who would not otherwise make an autumn trip.
The practical consequence is that a mid-October Saturday at Niagara can feel like a July Saturday, which surprises visitors who assumed autumn meant quiet. It does mean quiet, but not on this particular weekend.
The weather to expect
Mid-October at Niagara usually gives highs around 13 to 16 Celsius, cool mornings, and evenings that need a real coat. Rain is a genuine possibility.

Nearly everything. Mid-October is still inside the season for the boat cruise in most years, and the Whirlpool Aero Car and White Water Walk are usually running too, though all three are weather-dependent and winding toward their close.
Journey Behind the Falls, the tower and the nightly illumination run year-round. The major Niagara Parks attractions operate holiday hours on the Monday rather than closing, because it is one of their peak weekends. Independent restaurants, particularly in Niagara-on-the-Lake, are the ones most likely to close or shorten hours on the Monday itself.
The colour, and where to find it
Thanksgiving weekend usually catches the front edge of peak rather than the middle of it. The gorge rim and the Niagara Glen turn first, the Parkway canopy follows over the next week or so.

Getting there from Toronto
The QEW westbound on Saturday morning and eastbound on Monday afternoon are the two congested windows. Leaving Toronto before 8 AM on Saturday, and coming back after 7 PM on Monday, avoids the worst of both.
