Airport pickup for layover tours
Niagara Falls is only 80 km from Pearson Airport, closer than most international travellers expect. If you have a layover of six hours or more at YYZ, a Niagara Falls visit is realistic. A private tour is a different product (a guided, door-to-door day versus a self-directed transit trip), but on a per-person basis for a full group, the gap closes considerably.
