Early June, the first two weeks, is the calmest stretch of warm weather all season. Schools haven't broken yet, the World Cup hasn't pulled overflow visitors north, and you can walk Table Rock at 11 AM without a wait. From around June 20 onward the volume doubles, and by Canada Day weekend the QEW backs up at lunchtime.
If you have flexibility, pick a midweek date in the first half of the month. Tuesday and Wednesday departures from Toronto see roughly half the traffic of a Saturday.

Canada Day weekend warning
If you're looking at the last weekend of June or early July, book everything early. Canada Day fireworks on July 1 draw 80,000+ people into a town built for half that. The mist off Horseshoe Falls is cold year-round — even on a 28°C afternoon, you'll feel a chill walking the lower lookouts. Bring a light layer. The boat cruise hands out ponchos but most people still pack a long sleeve. Comfortable closed-toe shoes — Table Rock is wet, and the path down to the falls is uneven.
